Norge og Russland har gjennom historien hatt et godt naboskap, ikke minst i nord. Den kalde krigen satte lenge sitt preg på forholdet, men i de siste årene har begge land anstrengt seg for å gjenoppta den gode kontakten. Resultatene viser seg ikke minst mellom de norske og russiske fylkene i Barentsregionen, hvor kontakten er tettest. I Nord-Norge huskes med takknemlighet at den sovjetiske hæren befridde denne delen av landet mot slutten av den andre verdenskrig, og det er likeledes et viktig historisk faktum at Russland, som det første landet, anerkjente Norge som selvstendig nasjon i 1905.

Fiskeri, energi og handel er viktige samarbeidsfelt mellom våre to land. Sentrale, regionale og lokale myndigheter gjennomfører dessuten en lang rekke prosjekter, for eksempel innenfor atomsikkerhet, helse, kultur og utdanning. Likeledes er det mange kontakt- og utvekslingsprogrammer for ungdom i nord.

For å utvide kunnskapen om våre historiske forbindelser, skal det i 2004 og 2005 arrangeres en norsk-russisk kulturhistorisk utstilling i henholdsvis St. Petersburg og Oslo. Arbeidet er forlengst igang, med deltakelse fra en rekke institusjoner og eksperter i begge land.

Исторически Норвегию и Россию связывают хорошие, добрососедские отношения, в том числе ивприграничных районах двух стран на Севере. Холодная война долгое время накладывала свой отпечаток на эти отношения. В последние годы обе страны стали возобновлять хорошие связив вразличных областях. Это касается не в меньшей мере наших северных областей, входящих в Баренцев регион, где наблюдаются самые тесные норвежско-российские контакты. В северной Норвегии c благодарностью вспоминают о том, что советская армия освободила эту часть страны до конца второй мировой войны. Является также важным историческим фактом, что Россия, как первая страна, признала независимоств Норвегии в 1905 году.

Важнейшими областями сотрудничества между двумя нашими странами являются рыболовство, энергетика и торговля. У Норвегии и России есть также ряд проектов сотрудничества в области радиационной безопасности, здравоохранения, культуры, образования, а также развития малочисленных народов Севера.

С целью дальнейшего расширения знаний о связях наших двух стран, в 2004 и2005 гг. планируется провести норвежско-российскую культурно-историческую выставку. Работа по организации зтой выставки уже началась, и в ней примут участие известные эксперты двух стран в этой области, представляющие как крупнейшие музеи, так и научно исследовательские круги.

The good neighbourly relations between Russia and Norway, especially in the north, have deep historical roots. Russia was the first country to recognize Norway as an independent country in 1905, and North Norwegians remember with gratitude that it was the Soviet army that liberated this part of the country at the end of the Second World War. For a long time relations were dominated by the Cold War, but in recent years both countries have made great efforts to revive the friendly contact that formerly prevailed. These efforts have borne fruit, especially in the close ties between the Russian and Norwegian counties in the Barents Region.

Fisheries, energy and trade are some of the main areas of cooperation between the two countries. Central, regional and local authorities are also engaged in a large number of projects in fields such as nuclear safety, health, culture and education. Youth exchange programmes and other forms of contact are also being carried out between young people in the northern counties on both sides of the border.

In order to extend our knowledge of the historical ties between Russia and Norway, an exhibition of Russian-Norwegian cultural history will be arranged in St. Petersburg in 2004 and in Oslo in 2005.

Many institutions and experts from both countries are involved in the preparations.
